This Recruiter’s Perspective on DeVos: A Series

Part I of III

By now, you have probably heard that Trump is POTUS and he has picked his cabinet nominees. Those nominees are now in various stages of confirmation hearings by the Senate. Shortly after the election, Trump nominated Elisabeth “Betsy” DeVos for Secretary of Education. And all hell broke loose- see here.

To try to be as fair and balanced as possible, I decided to look at this nomination from a recruiter’s perspective and to answer this very fundamental question, does Mrs. DeVos meet the minimum requirements for the position of Secretary of Education?  In this three- part series, I’m going to explore 1) the essential functions of the role, 2) the minimum requirements of the position and 3)the candidate’s qualifications and my recommendation.

So, if I’m going to declare myself a recruiter and also use this post to determine the qualifications of others, it behooves me to outline my own competencies so that you know I’m speaking from a place of experience and not relying on alternative facts.

I have 13 years of HR experience, and of those, about 11 of those years have been dedicated in whole or in part to recruiting responsibilities. I have sourced and recruited for staffing agencies and private industry, from entry-level manufacturing employees to skilled professionals and technicians to C-Suite Executives. Each role required a custom-designed sourcing and recruiting strategy to find the best talent available that met the skills, knowledge, abilities, general competencies and soft skills required  for successful execution of that position. My hiring recommendations have always been based on a detailed analysis of the position, it’s responsibilities, the skills and knowledge required of the position and the skills, knowledge and abilities of the candidate based on thorough and deliberate vetting process.

The Essential Functions of the Secretary of Education

There is no publicly available job description for Secretary of Education. After reading the Overview of the U.S. Department of Education, I was able to make some educated (no pun intended) guesses.

The Secretary of Education is required to:

  1. Manage a department that has over 4,000 local and remote employees.
  2. Manage a budget of approximately $50-$60 billion dollars.
  3. Manage a department that has over 200 separate programs.
  4. Establish policy, administer and coordinate Federal assistance to primary and secondary schools totalling over 150,000 schools with 55 million + students.
  5. Establish policy, administer and coordinate Federal loan, grant and work study programs for millions of undergraduate students.
  6. To advise the President and Congress on matters of education policy, programs and activities.
  7. Oversees education research to analyze data for trends that will identify effective teaching techniques and education best practices.
  8. Enforces Federal statutes that prohibit discrimination and adverse impact in education and to ensure equal access to educational opportunity for every individual.
  9. Promotes public understanding of the department’s mission, goals and objectives.
  10. Refrain from establishing schools, refrain from establishing curricula and refrains from setting enrollment or graduation requirements.

Now that we have set the foundation for what the Secretary of Education’s charge really is, stay tuned for my next post detailing the minimum requirements we can probably all agree would be reasonable for successful execution of this role.

 

 

Wellness Tips: Halloween Style

The last two blogs, writing about Clinton and Trump and their potential impact on HR exhausted me. So, here is a fluff piece. Please to enjoy.

  1. Don’t get bitten. That’s the first and most important rule.
  2. During the first few days of the zombie apocalypse, stock up on canned goods, dehydrated foods, weapons, medicine, outdoor clothing and fuel. Really, this should be a no-brainer. By stocking up, we mean commandeer a bunch of semi-trucks, load them up and park them somewhere that’s easy for you to get to, but hard for zombies (like a small island with a drawbridge).
  3. Running Shoes. There’s a reason they are called the “walking dead”. They don’t jog. Once the dead rise you’ll be getting a great cardio workout. Good shoes are essential.
  4. Granola Bars. They’ll give you the burst of energy you need. Also, just because the world has ended doesn’t mean you need to forget about having enough fiber in your diet.
  5. You might want to think about getting a boat, and staying near a large body of water. Zombies aren’t known for their graceful swimming ability. Really, when the attack commences, rather than running through the forest or a city street that looks like a war zone, wouldn’t you prefer to just hop in your boat and sail out into the middle of the lake.
  6. Bomb shelters might seem like a good idea at first, but if you’re surrounded by the undead, you’ll eventually run out of food and have to come out. Use a bomb shelter only in a last-ditch effort to save your life
  7. Use common sense. Don’t elect a psychopath as your team leader, and always keep your group together. This isn’t a ‘Scooby-Doo’ mystery — you’re trying to stay alive. No matter how tempting it is, never split up. There’s strength in numbers. When it’s just you and 120 zombies, your odds of survival decrease significantly.
  8. If you’re really worried about being caught unaware, you might want to zombie-proof your house. This might seem like going overboard, just a bit, but there are worse things you could do with a lazy Sunday afternoon. A zombie wake-up call inside your bedroom just before you’re off to work can be very unpleasant, to say the least. Always be prepared. 
  9. And most important of all (besides not getting bit), have a backup for everything. Backup generators, batteries, ammunition, food, escape routes, weapons supplies, vehicles, leaders and so on, ad infinitum. When the gooey zombie juice hits the fan, every second counts. By the time you say, “Now where did I leave my extra gun clip,” some greasy monster just back from the dead will have already ripped your arm off, or your head.

You’ve got to be smart out there, and stay ahead of the pack. Remember, the dead don’t sleep. If one of them catches you snoozing on the job unprepared, it will simply add you to the zombie ranks, or turn you into an all-you-can-eat buffet. Good luck out there. And keep your brains where they belong — in your head.

Setting Up Employees to Fail

Implicit within the employment agreement are certain things that the employer owes to the employee to set him or her up for success. If the employer neglects their end of the bargain, the employer ensures the employees’ failure. This is very basic. And I think almost every reasonable person would agree on what the role of the employer is. Yet time and time again, employers fail on this fundamental level. The way this usually plays out is when a manager is sitting in my office complaining about an employee who has barely worked 6 months and all of the shiny luster has worn off because reality has set in. It’s almost like the manager really wants to say (and in some cases does) “well, we hired the employee, now you’re saying we have to something with him:?!?!?!?!”.

Employers owe the following things to their employees as part of the employment agreement. These should be nonnegotiables and HR should be doing everything in their authority to make sure the employer is holding up their end.

The tools to do their jobs. Oh my god. This is so damn obvious. But we have all heard the stories of employees starting work and on Day 1, they do not have a computer, a login, a security badge to get in the door let alone an orientation, a resource to ask questions or a written training plan. Employees know they are hired to do a job. But without the proper tools and training, you, the employer, are making this impossible.

Decent compensation. All companies should have a compensation philosophy, at the end of the day it provides purpose for whether the employer decides to lead, lag or meet the market. This philosophy should be transparent and communicated to candidates and employees. So when the inevitable conversation arises about pay dissatisfaction, the company and the manager are prepared and feel comfortable reiterating the legitimate reasons behind an employee’s compensation.

Expectations. At every position I have been at I attempt to train managers on defining and setting their expectations from Day 1 with their new employee. This is also one of my greatest pain points. How does an employee know what is expected of them if you do not say it? Did you hire a mind reader?

Purpose. Employees need to understand how their individual contributions help achieve the goals of the company. Employees need to understand the purpose of their jobs. Employers who have business plans that flow top down and bottom up, should have no problem defining this line of sight for each employee.

Trust in Management and Leadership. The individuals that represent the leaders of the company must be approachable, they must be honest , they must be transparent and do what they say they are gonna do. Employees who do not trust their management and leadership will do just enough to fly under the radar and will be focused on when the next shoe will drop and not the success of the company.

Safety and security. I’m not just talking about guns or violence in the workplace. I’m talking about workplaces where there is respect for the individual. Employers that allow mockery, drama, off-color jokes, bullying are creating a hostile work environment for their employees. The only thing the employee will be focused on is how long they have to wait for another job to come along to leave their current one. They won’t be focused on helping the company meet its goals.

If an employer does not actively ensure these basic tenets are being met via partnership with HR, they are setting themselves and their employees up for failure.
